When an existing home changed hands in a decades-old West County neighborhood, one life-long resident assumed the new owners were erecting a swimming pool. Why else the concrete trucks? Suddenly, it dawned on her. The previous owners had sold their home in a two-part package. While the house itself went to a family, the adjoining grassy plot now belonged to a builder. He was constructing on it not a swimming pool but the foundation for a new 2-story house.
